The casino project proposed by the White Earth Chippewa Band would place a 270-acre complex on the shores of Star Lake in Otter Tail County. Opposition to the proposal from area residents has been. The casino is paying upfront for 50% of the cost of the new substation and for 100% of the cost of the LREC distribution facilities needed to serve the entire casino campus. Shooting Star Neighborhood Meeting - 3/30/2016

This is to advise that Otter Tail County and the White Earth Nation has mailed a notice this week of a “Neighborhood Meeting” regarding the proposed development of the Shooting Star Resort and Casino. The meeting will be held at the Dent Community Center on March 30th from 6:30 to 8:30 P.M.

The notice was sent to property owners/residents that live/own property in the immediate area of proposed development. The intent of the meeting is to provide basic information regarding the planned development, and to gather input from the neighborhood residents regarding their concerns and questions.

An “Open House” meeting for the broader Star Lake community is planned for a later date at a location to be determined. We will alert you to those details as they become known.

Star Lake Casino Electrical Infrastructure - focus of Feb. 23, 2016 meeting

Maine Township session to outline nine mile installation near Dead, Star and Maplewood Park. Electrical infrastructure that will power the proposed White Earth Nation casino, in the heart of Otter Tail County, will be the focus of an informational meeting Feb. 23.

Great River Energy and Lake Region Electric Cooperative will host a public information open house Feb. 23 at the Maine Township Hall, 32 300 Old County Highway 74, Maine, Minn. 56586 to share information about a 8.75-mile, 41.6-kV transmission line being proposed in the area. The public and other interested parties are encouraged to stop by the open house anytime between 4 p.m. and 7 p.m. to learn about the project. Great River Energy and Lake Region Electric Cooperative staff will be on hand to describe the project, answer questions and hear feedback on the project. The proposed project will serve the anticipated electric load of the proposed White Earth Nation casino facility and ensure continued transmission system reliability in the area.

“We want landowners to be informed about the project and have an opportunity to ask questions and share their feedback,” said Great River Energy’s Transmission Permitting Analyst Marsha Parlow. Great River Energy will consider feedback it receives when preparing applications for any necessary local, state and federal permits or licenses required for the project, Parlow said. Great River Energy will also contact property owners once permits are received. “We will contact each affected property owner to discuss how the project will impact their property and discuss easement negotiations,” said Rick Heuring, Great River Energy’s senior field representative. “Construction of the new substation and transmission line is expected to occur between next winter and the summer of 2017.”

After three years of painstaking planning, the White Earth Nation has canceled its plans for a casino, event center, and hotel in Otter Tail County, Minnesota. The 270-acre plans, around 190 miles northwest of the Twin Cities, would have been on the shore of Star Lake, trust land of the tribe’s. The Chippewa nation announced that the reason for the canceled plans is due to the rescinded authorization from its business committee. The project had lots of opponents, mostly residents worried about environmental damage, traffic, and noise.

The Star Lake area where the casino had been planned is home to wildlife breeding grounds, wild rice beds, and cabins that have been held in families for many generations.

The Proposal

The White Earth Band’s plans were to build a new casino on Star Lake west of Dent, Minnesota. Named Star Lake Casino, the site would have more than a mile of lake frontage and would have been a smaller sister casino to the Shooting Star Casinos in Bagley and Mahnomen.

The White Earth Chippewa Band’s plans to build a third casino (Star Lake Casino) were canceled due to a 4-0 vote of the tribe’s Business Casino.

Otter Tail County

Otter Trail County has over 100 mom-and-pop resorts, and the casino project would have been completely unlike what residents and visitors are used to. The project would have had 180 hotel rooms, a full-service spa, an RV park, and a convention center big enough to host gatherings of 400 participants in addition to 850 slot machines.

Opponents of the project sent over 400 pages of letters and emails to the county’s Board of Commissioners. One specific letter from a resident in Fergus Falls, Mark Oyloe, wrote,

“I would suggest that anyone who thinks the transportation infrastructure is adequate for the proposed project take a drive from Pelican Rapids to Dent on [State Hwy.] 108 on a dark, cloudy night.”

Another opponent, who identified herself as a White Earth tribal member, Pam Fairbanks, said,

“Our Reservation is in need of anything but another casino.”

White Earth Indian Reservation

The White Earth Indian Reservation is the home for the White Earth Band in northwestern Minnesota. The largest Indian reservation in Minnesota by land area, the reservation is about 225 miles from Minneapolis-St. Paul and about 65 miles from Fargo-Moorhead.

There are currently 20 casinos, racetracks, and poker rooms in operation in Minnesota, two of which are operated by the White Earth Nation. The newest, Shooting Star Casino near Bagley, is on the northeastern side of the reservation. It features 170 slot machines and an eatery in its 21,400 square-foot facility. It opened in August 2016.

The original Shooting Star, which celebrated its 25th anniversary in 2016, is in Mahnomen, on the western edge of the reservation. Much larger and with more features than the newest casino near Bagley, this one has close to 30,000 square feet of event/meeting space, Las Vegas-style gaming tables, and hosts live shows for big-name concerts.
